식량안보 위기 시나리오와 대응 체계 구축(1/2차년도)

Abstract

이 연구는 국내외 식량안보 위기 요인을 종합적으로 고려한 식량 위기 시나리오를 설정하고 이를 토대로 한 위기 대응 체계를 구축하기 위해 추진되었다.

이 보고서는 1년 차 연구로 수입·비축·국내 증산 정책이 상호 유기적으로 작동하는 위기 대응 시스템의 구축 운영 방향을 제시하는 것을 목적으로 하였다. 구체적으로 국내 식량안보 위기 발생 및 정책의 대응 현황을 파악하고 우리나라의 위기 대응 역량을 진단하였다. 실제로 위기 대응 시스템을 운영하고 있는 스위스, 일본, 독일의 사례연구를 진행하였으며 이를 바탕으로 한국형 식량안보 위기 대응 시스템을 구축 및 운영 방향을 제안하였다.

Purpose of Research ○ The food crisis has recently become more difficult to predict due to complex factors such as climate change, war, and disease, and the need to strengthen food security has emerged. Therefore, this study aims to create a food crisis scenario to respond to such crises and to make policy recommendations by establishing a food crisis response system. This study will continue for two years. This report is the first year of the study, which introduces the current status of food crises in Korea and the response policies, analyzes Korea's ability to respond to food crises, and presents the direction of Korea's food security policy by integrating the direction of establishing and operating a crisis response system through research on advanced cases abroad.
