농업 생산기반 정비사업이 작부체계에 미친 효과와 경제적 편익 추정

Abstract

본 연구는 농촌용수 개발사업을 중심으로 생산기반 정비사업이 작부체계에 미치는 영향을 실증적으로 분석하고, 이에 따른 경제적 효과를 평가하였다. 분석에는 필지 단위의 재배 정보를 포함한 전수 행정자료인 농업경영체 DB와 사업 수혜지역의 GIS 정보를 결합하여 필지 수준의 재배면적 데이터를 구축하였으며, 지역별로 상이한 준공 시점을 반영하기 위해 Callaway and Sant’Anna(2021)의 이중차분법 모형을 적용하였다. 분석 결과, 농촌용수개발시설 준공 이후 동일 리 내 벼 재배면적 비율은 0.374%p 유의하게 감소하고, 밭작물 재배면적 비율은 0.144%p 증가하여 작부체계의 구조적 전환이 나타남을 확인하였다. 이러한 전환 효과를 반영한 경제성 분석에서 편익/비용(B/C) 비율은 0.02로 추정되었는데, 이는 전통적 비용–편익 지표에서는 낮은 수준이지만, 농업 구조 다변화와 농가 경영 안정성 제고 측면에서의 정책적 기여도를 의미한다. 따라서 본 연구는 생산기반 정비사업이 단순한 재무적 수익성을 넘어 농업 구조개선과 소득 안정화에 기여할 수 있음을 제시하며, 향후 예비타당성 평가 및 관련 정책 결정에 유용한 근거를 제공한다.

This study empirically examines the impact of the Agricultural Infrastructure Improvement Project, emphasising rural water development and cropping systems and their economic implications. Parcel-level cultivation data were constructed by integrating the Agricultural Management Entity database with GIS information on beneficiary areas, and the Difference-in-Differences framework of Callaway and Sant’Anna (2021) was applied to account for heterogeneous project completion times. The results indicated that, after facility completion, the share of rice cultivation within the same village decreased by 0.374 percentage points, while upland crop cultivation increased by 0.144 percentage points, reflecting a structural shift in cropping patterns. A benefit–cost analysis incorporating this shift produced a B/C ratio of 0.02. Although modest in conventional terms, the findings highlight the policy relevance of agricultural infrastructure in promoting crop diversification, enhancing farm household income and stability, and providing empirical evidence for feasibility assessments and policy decisions.
