농지임대차 시장 분석과 개선과제

Abstract

우리나라 농지법에서는 농지임대차와 위탁경영을 원칙적으로 금지하고 있는데, 이는 농지소유자가 농지를 가장 효율적으로 이용할 수 있을 것이라는 믿음에 기초하고 있다. 하지만 농지법 제정 당시와 현재는 농업 환경이 크게 변화하였다. 1994년 농지법이 제정되면서 농지임대차를 제한하기 시작한 기간이 30년이 지나면서, 농지임대차 관련 법과 제도가 현실과 괴리되어 개선해야 한다는 목소리가 일각에서 나오고 있다.

지금까지 여러 농지임대차 논의 및 연구들은 농지임대차 시장이 현장에서 어떻게 작동하고 있는지에 대한 실증적인 분석이 부족하였다. 본 연구에서는 과거의 정성적·관념적 논의에서 벗어나 농지임대차 실태 및 구조와 문제점 등을 실증 데이터에 기반하여 분석하고, 이를 토대로 합리적인 제도개선 방안을 모색하고자 한다.

Purpose of Research ○This study analyzes the structural changes and driving forces within South Korea's farmland lease market to derive policy recommendations aimed at normalizing the market function and enhancing farmland utilization efficiency. First, we empirically investigate the structural changes in the lease market and the heterogeneous drivers of demand and supply. Second, we analyze the impact of current agricultural and farmland policies on the lease market and diagnose the sources of market distortion. Finally, we seek a comprehensive understanding of the farmland lease market by combining objective quantitative analysis with subjective perception analysis.
