농업 환경 변화에 따른 농업 인력수급 전망과 대응과제

Abstract

우리나라 농업은 기후변화로 인한 생산 불확실성 증가, 기술 혁신에 따른 노동시장 재편과 고령화 및 인구감소로 인한 노동력 부족이라는 복합적 도전에 직면하고 있다. 반면 농촌으로의 인구유입 증가와 같은 탈도시화 현상은 새로운 인력 공급 가능성을 제시하지만, 아직 이에 대한 체계적 분석과 정책적 지원이 미흡한 상태이다.

이 연구는 농업을 둘러싼 다양한 경제·사회 환경 변화 요인을 고려하여 농업인력 시장과 수급 동향을 심층적으로 분석하고, 시나리오 기반의 중장기 전망을 통해 농업인력 수급의 안정화를 위한 정책적 대응과제를 제시하는 데 목적이 있다. 농업 환경 변화 분석, 농업인력 수급 변화 분석, 수급 분석 모형 개발 및 시나리오별 수급 전망 등을 하고, 농업인력 수급 안정화를 위한 정책 대응 과제를 제안하였다.

Purpose of Research ○This study aims to analyze the agricultural labor supply-demand dynamics in response to changing agricultural environments in Korea. Specifically, it seeks to develop a model to forecast agricultural labor supply and demand over the long term and evaluate the impact of various environmental, economic, and policy factors.

Research Method ○This study uses a comprehensive approach that includes literature review, policy document analysis, and statistical examination of agricultural labor supply and demand changes. A system dynamics modeling technique was employed to create causal maps, flow diagrams, and optimization equations for the labor supply-demand model. The model was validated, and future scenarios were developed to forecast agricultural labor needs under various conditions.
