스마트농업 기반 조성을 위한 전문인력확보 방안 연구

Abstract

스마트농업은 ICT·인공지능·로봇·데이터 등 첨단기술과 농업이 결합한 융복합 산업으로, 이러한 스마트농업 특성상 단순한 시설 보급만으로는 성과를 충분히 제고하기 어렵다. 농업인·농가 지원인력·산업인력의 역량이 가치사슬 전반에 걸쳐 동시에 강화될 때 비로소 투자 효과가 극대화된다. 그러나 전문인력 유형별 필요 역량 정의–교육–자격 간 연계가 미흡하고 관련 연구 축적도 부족해, 맞춤형 인력양성 체계의 설계·운용이 쉽지 않은 현실이다. 이러한 배경에서 본 연구는 농업인, 농가 지원인력, 산업인력의 유형별 교육과정 개선과 전문인력양성 체계 구축에 관한 정책과제를 제시하고자 한다.

본 연구는 중앙·지자체·공공기관·대학 등에서 제공하는 스마트농업 관련 교육의 현황과 운영 실태를 폭넓게 점검하고, 외부 실태조사 원자료와 본 연구 설문조사 및 구인 공고 자료를 결합하여 전문인력 유형별 필요 역량과 교육 참여 실태를 정밀하게 진단하였다. 또한, 농업인·사업체 재직자·컨설턴트·정책 담당자·관련 분야 전문가 등 다양한 이해관계자와의 심층 면담을 통해 현장의 애로사항과 정책 수요를 구체화하였다.

Purpose of Research ○This study aims to identify policy tasks to improve current curricula and build a workforce development system for smart agriculture by (1) comprehensively reviewing the current status and operation of education programs for smart-agriculture workforce, such as farmers, extension and advisory personnel, and industry professionals; (2) diagnosing and assessing the competencies required for each type of workforce professional; and (3) using these findings to help create the foundations required to maximize the impact of smart-agriculture adoption and foster it as a future growth industry.
