농업경영체의 부채 실태와 정책 과제

Abstract

부채는 농업경영체의 성장을 위한 재원임과 동시에 건전성 관리가 필요한 문제로, 이를 체계적으로 진단하고 그 개선 방향을 모색하는 것은 매우 중요한 과제이다. 농업경영체는 자본집약적 경영구조로 변화되었지만, 경영수지가 악화되어 왔으며, 이에 따라 농업금융에 대한 의존도가 높아지고 있다. 이러한 상황에서 일부 경영체는 부채상환 능력이 저하되거나 신규 차입에 의존하는 구조적 취약성을 보이고 있으며, 이는 농업부문의 한계 경영체 문제로까지 확산되고 있다.

특히 농업부채의 누증은 단순한 유동성 문제가 아니라, 생산구조와 자산·부채 구조의 불균형, 그리고 금융지원제도와도 깊이 연관되어 있다. 농업경영체의 부채 실태를 심층적으로 진단하고, 경영체 맞춤형, 성장 단계별 적절한 제도적 장치 마련이 시급하다.

이에 이 연구는 농가경제조사 데이터를 활용하여 농업경영체의 부채 수준과 구조적 특성을 실증적으로 분석하고, 한계 농업경영체로의 진입 및 탈출 요인을 규명하고자 하였다. 또한 청년 농업경영체의 부채 문제를 조사하여 정책적 시사점의 실효성을 높이고자 하였다.

Purpose of Research ○In general, the expansion of capital investment is essential for industrial growth; however, growth in the agricultural sector driven by capital investment has stagnated since the late 2000s. Moreover, the aging of the agricultural labor force and the stagnation in the inflow of new workers have further threatened the future sustainability of agriculture. To promote agricultural growth through increased capital investment, it is desirable to encourage efficient investment expansion led by young and middle-aged farm operators who tend to exhibit stronger investment willingness than their older counterparts.
