국민의 생애 기획과 공적 판단: 2025 농업·농촌 국민의식 조사를 통한 귀농·귀촌 단계 분석

Abstract

이 연구는 국민의 귀농·귀촌 의사결정을 ‘의향-동기-실행’의 다단계 과정으로 설정하고, 「2025 농업·농촌 국민의식 조사」 데이터를 활용해 사적·공적 특성의 영향을 분석했다. 로짓 모형 분석 결과는 다음과 같다. 첫째, 귀농·귀촌 의향 형성은 소득, 거주지 등의 구조적 변수보다 농촌 경험(사적 특성)과 농업·농촌 가치 인식(공적 특성)에 더 큰 영향을 받았다. 둘째, 귀농·귀촌 동기는 ‘건강·안전형’(51.1%), ‘자유·공동체·가치형’(30.0%), ‘생계·자급·비용형’(19.0%)으로 분화되었으며, 연령에 따라 지향점이 달랐다. 셋째, 실행 계획은 은퇴가 임박한 50~60대와 농촌 경험 집단에 집중되며, 귀농·귀촌 의향자 상당수는 중장기 대안으로 유보하는 것으로 확인되었다. 이러한 결과는 귀농·귀촌 정책이 수요자를 단일집단으로 간주하던 기존 방식에서 벗어나, 개별 주체의 생애 기획과 공적 판단이 맞물리는 지점을 고려한 맞춤형 설계로 전환되어야 함을 시사한다. 본 연구는 사적 욕구와 공적 가치를 동시에 충실히 반영하는 ‘농어촌 기본사회’ 이행 전략 수립을 위한 기초자료를 제공한다는 점에서 정책적 의의를 지닌다.

This study conceptualizes urban-to-rural migration as a multi-stage process - comprising intention, motivation, and action - and examines the interplay between private life planning and public value judgments. Analyzing 2025 survey data (N=1,500) via logit models, the research finds that migration intention is driven by prior rural experience and agricultural value perceptions rather than structural economic factors. Motivations diverge into health-seeking (51.1%), value-driven (30.0%), and livelihood-oriented (19.0%) types, with younger cohorts prioritizing post-materialist values. Furthermore, concrete action planning is concentrated among the late-career demographic and those with rural backgrounds. These results necessitate a paradigm shift from uniform policies toward tailored strategies that integrate individual life projects with public values, providing a robust framework for the rural basic society transition.
