남성 경영주의 사망과 농가소득: 미망인이 된 여성농업인의 장기적 영향

Abstract

본 연구는 급격한 고령화로 인해 부부 2인 농가가 남성의 사망 이후 여성 1인 농가로 재편되는 구조적 전환에 주목하여, 남성 농업경영주의 사망이 여성 미망인 농가의 소득에 미치는 인과적 효과를 분석한다. 한국복지패널조사 2005~2023년 자료를 활용하여 정밀 매칭(CEM)과 이중차분법, 사건사분석법을 결합하였으며, 강건성 검정을 위해 Sun & Abraham(2021)과 Gardner(2021)의 강건형 이중차분법을 병행하였다. 분석 결과, 남성 농업경영주의 사망은 농가의 실질 경상소득을 평균 약 25.9%, 실질 농업소득을 약 35.4% 영구적으로 감소시키는 것으로 나타났으며, 농업소득의 감소폭은 장기로 갈수록 심화되어 사망 후 9년 시점에서 약 57.3%에 달하였다. 추가 분석 결과, 이전소득이 오히려 감소하는 추세를 보여 현행 복지제도의 완충 기능이 제한적임을 확인하였으며, 남성 경영주 사망에도 불구하고 농가의 경제적 환경이 크게 악화되지는 않았다. 이는 생존 여성농업인의 농업 노동 유인이 약화되는 경로가 농업소득의 장기적 감소를 심화시키는 보완적 메커니즘으로 작용할 수 있음을 시사한다. 본 연구의 결과는 농업 경영 유지 및 승계 지원, 여성농업인 역량 강화, 그리고 농업 포기 가구 지원 정책의 필요성에 대한 실증적 근거를 제공한다.

This study examines the causal impact of the death of male farm household heads on the income of widowed farm households using longitudinal data from the Korea Welfare Panel Study (2005–2023). Motivated by the growing share of female single-person farm households resulting from spousal bereavement in Korea, the study combined Coarsened Exact Matching with an event-study framework and conducted robustness checks using heterogeneity-robust estimators proposed by Sun and Abraham (2021) and Gardner (2021). The results indicated that the death of the male farm household head led to a permanent decline of approximately 25.9% in real current income and 35.4% in real agricultural income. The decline in agricultural income intensified over time, reaching approximately 57.3% nine years after the shock. Further analysis revealed that transfer income declined, rather than increased, following the shock, suggesting that the buffering capacity of the current welfare system was limited. Moreover, despite the loss of the male household head, the overall economic conditions of the surviving households did not deteriorate substantially relative to pre-shock levels. This economic stability may have weakened the surviving spouse’s incentive to supply agricultural labor, potentially serving as a complementary mechanism that contributed to the long-run decline in agricultural income. These findings highlight the need to strengthen farm succession support, enhance the agricultural capabilities of widowed female farmers, and establish dedicated support systems for farm households that discontinue farming following spousal bereavement.
