In a context where significant changes in agricultural policy are anticipated, including the expansion of direct payment systems, the reform of income stabilization insurance, and discussions on amendments to the Grain Management Act and the Act on Distribution and Price Stabilization of Agricultural and Fishery Products, the accurate provision of information on rice consumption is becoming increasingly crucial for market participants and policymakers. Despite only minor discrepancies between the rice consumption figures from the ‘Food Grain Consumption Survey’ and the rice production figures from the ‘Crop Production Survey,’ the quantity of rice set aside has been increasing recently, and there are periodic declines in prices. This paper evaluates the accuracy of the information provided on rice consumption. For this purpose, the ‘Food Grain Consumption Survey’ is analyzed in stages: survey design, survey implementation and result provision, and diagnosis and analysis of survey results. The survey design stage revealed issues such as frequent sample revisions, rapid changes in the proportion of farming and non-farming households, a relatively small number of samples, and the exclusion of collective and foreign households. The survey implementation and result provision stage identified limitations in capturing grain consumption in the dining sector and measurement errors due to self-reporting methods and respondent burden. Additionally, the diagnosis and analysis stage of the survey results highlighted issues such as insufficient comparison and verification with similar statistics, and concerns about potential misunderstandings due to the method of announcing survey results.
