순환경제 이행을 위한 농식품산업 업(리)사이클링 전략 연구

Abstract

국제연합은 지속가능한 발전목표에서 2030년까지 1인당 식품 폐기물을 절반으로 줄이는 목표를 설정하였고, 많은 국가에서 이를 달성하기 위해 정책적 노력을 기울이고 있다. 우리나라는 다른 국가에 비해 음식물쓰레기 문제에 잘 대처하는 것으로 알려져 있다. 그러나 사후적 재활용 중심으로 정책이 이루어져 폐기물 발생 예방 중심의 업사이클링과 같은 사전적 정책으로의 전환이 요구된다.

이 연구는 순환경제 실천을 위한 농식품 업사이클링의 의미를 확인하고, 특히 새롭게 관심을 받고 있는 업사이클 식품을 활성화하는 방안을 모색하기 위해 추진되었다. 이 연구는 업사이클 식품 분야가 국내에서 안착하고 지속적으로 성장하기 위한 법적·제도적 개선점을 도출하고, 소비자와 생산자 관점에서 해당 시장이 활성화되는 방안을 살펴보았다. 특히 이 과정에서 순환경제 달성이라는 업사이클링 본연의 목적을 달성하기 위해 환경적 관점에서의 기여도를 확인하고 성과를 얻는 방안도 함께 검토하였다.

Purpose of Research ○Traditional economic activities are based on a linear economic model of resource extraction-production-consumption-disposal, but this causes various problems such as resource depletion, environmental pollution, and climate change. For efficient resource utilization and greenhouse gas reduction, many countries are promoting the transition to a circular economy system and expanding waste upcycling. In Korea’s agri-food sector, upcycling has not yet been activated, still focusing on recycling centered on feed and compost production. As the production of upcycled food using agri-food by-products is mentioned as a way to reduce greenhouse gases, maintain food security, and simultaneously serve as a future growth engine in the food industry, active promotion is necessary. Therefore, this study examines the strategies needed to revitalize the upcycled food market.
