반려동물 등록제 실태와 개선방안

Abstract

현재 우리나라는 다양한 인구사회학적 변화와 함께 반려동물 양육 가구 비율이 지속적으로 증가하고 있다. 이와 함께 반려동물에 대한 사회적 인식도 단순한 ‘애완의 대상’에서 사람과 더불어 살아가는 ‘삶의 동반자’로 변화하고 있으며, 이에 따라 반려동물 복지 개선 및 연관산업 활성화를 위한 다양한 정부 정책이 수립·추진되고 있다. 특히, 2014년부터 동물의 유실·유기 방지 및 소유자의 책임 의식을 제고하기 위하여 반려견을 대상으로 동물등록제 의무화를 시행하고 있으며, 2018년부터는 반려묘를 대상으로 고양이 동물등록 시범사업도 시행하고 있다.

그러나 동물등록제 시행 이후 10여 년의 기간이 지났음에도 여전히 정책의 직접적인 대상인 반려동물의 정확한 개체 수가 파악되지 못하고 있으며, 매년 약 11만 마리 수준의 유실·유기동물이 지속적으로 발생하고 있어 효율적인 정부 정책 추진의 중요한 걸림돌로 작용하고 있다.

본 연구는 우리나라 반려동물 등록제의 전반적인 현황과 관련 규정을 살펴보고 반려동물 소유자의 동물등록제 관련 인식과 반려동물 등록 실태 및 등록 저해 요인을 파악함으로써 반려동물 등록률 제고를 위한 개선과제를 제시하기 위해 수행되었다.

Purpose of Research ○In Korea, the proportion of households raising companion animals—particularly dogs and cats—has been steadily increasing, and various government policies are being implemented in response to the growing social demand for improved companion animal welfare. In particular, since 2014, a mandatory dog registration system has been implemented under the 「Animal Protection Act」 to prevent the loss and abandonment of animals and to strengthen owners’ sense of responsibility. However, increasing the registration rate remains a critical challenge for improving companion animal welfare, underscoring the need to explore effective measures to address this issue.

○The purpose of this study is to present improvement tasks for revitalizing Korea’s companion animal registration system by examining the current status of the system, the actual conditions of registration, and the factors hindering its activation—focusing on dogs and cats—against the backdrop of an increasing number of companion animal households. This study also reviews major international cases to support these proposals.
