농촌 지역사회 주도 노인 돌봄 체계 형성 방안

Abstract

이 연구의 목적은 ‘농촌 지역사회 주도 노인 돌봄 체계’에 대한 구상을 구체화하고, 그 형성 방안을 제시하는 데 있다. 다음과 같이 연구 목표를 정하였다. 첫째, 농촌 노인의 돌봄 필요를 식별하고, 농촌 지역사회가 주도적으로 관여하는 것이 더 바람직한 노인 돌봄의 내용을 정리한다. 둘째, 농촌 지역사회 주도 노인 돌봄 체계의 주요 행위자들과 그들의 관계 모형을 제시한다. 셋째, 농촌 지역사회 주도 노인 돌봄 체계가 원활하게 작동하려면 정부와 지방자치단체가 어떤 내용의 정책을 투입해야 할지를 제언한다.

Purpose of Research ○This study aims to conceptualize a “community-led elderly care system in rural areas” and present strategies for its establishment in response to the rapid demographic transition toward a super-aged society and the limitations of existing public elderly care services in rural Korea. While the current system of public long-term care plays a significant role, a substantial portion of elderly care needs—particularly those related to daily living support—remain unmet in rural regions.
