식량안보 위기 시나리오와 대응 체계 구축(2/2차년도)

Abstract

기상이변, 국제 분쟁이 빈번해짐에 따라 전 세계적으로 식량안보가 강화되고 있는 한편, 수출 제한 조치를 중심으로 식량보호주의가 확산되고 있다. 식량의 수입의존도가 높은 우리나라는 대내외 여건을 종합적으로 고려한 식량안보 위기 시나리오를 바탕으로 위기 대응 시스템을 구축하고, 발생 가능한 위기 상황에 대비할 필요가 있다. 나아가 실제 식량 위기가 발생할 경우, 신속하고 효과적인 대응을 위한 매뉴얼 구축도 요구된다.

이에 본 연구는 식량안보 위기 시뮬레이션 모형을 바탕으로 발생 가능한 위기 시나리오를 고려하여 대응 시스템을 구축하고, 운영 방안을 제시하는 것을 목적으로 수행되었다. 구체적으로는 식량안보 위협 요인을 분석하고, 식량안보 위기 대응 정책 현황 분석과 평가를 통해 시스템 구축의 필요성을 검토하였다. 식량안보 위기 대응을 위한 일본, 유럽, 국제기구의 최신 전략을 조사하고 시스템 구축 및 운영 방향에 반영하였다. 현재 우리나라에 부재한 식량 공급 의사결정 지원을 위한 식량 위기 대응 모형을 최적화 모형을 기반으로 구축하였다. 나아가 식량안보 위기 대응 시스템의 효율적이고 효과적인 운영을 위해 법적 근거 마련의 필요성과 평시 위기 대응 능력을 제고할 수 있는 방안을 제시하였다.

Purpose of Research ○ This study aims to develop a national food security crisis response system grounded in comprehensive crisis scenarios that incorporate both domestic and global risk factors. The first year of the research established strategic directions for building and operating such a system. Building on this foundation, the second year focused on developing a simulation model tailored to diverse crisis situations and designing a feasible operational framework. Specifically, the study constructed a simulation model capable of assessing and responding to multiple food security crisis situations, defined crisis stages with corresponding response guidelines, and proposed an operational framework that specifies institutional roles and coordination mechanisms across relevant agencies.
