주요국의 식량 위기 대응 시스템 운영 사례

Abstract

기상이변, 국제 분쟁이 빈번해짐에 따라 전 세계적으로 자국의 식량안보를 강화하고 있는 한편, 수출 제한 조치를 중심으로 식량보호주의가 확산되고 있다. 식량의 수입 의존도가 높은 우리나라는 대내외 여건을 종합적으로 고려한 식량안보 위기 시나리오를 바탕으로 위기 대응 시스템을 구축하고, 발생 가능한 위기 상황에 대비할 필요가 있다. 나아가 실제 식량 위기가 발생할 경우, 신속하고 효과적인 대응을 위한 매뉴얼 구축도 요구된다.

이에 본 연구는 발생 가능한 식량안보 위기 시나리오를 고려한 대응 시스템을 구축하고, 운영 방안을 제시하기 위해 우리나라보다 앞서 위기 대응 전략을 마련하여 시스템을 운영 중인 주요국의 선진 사례를 조사하기 위해 수행되었다. 구체적으로는 일본, 유럽, 벨기에를 중심으로 시스템 구축의 배경 및 개요, 운영 주체와 역할, 대상 품목, 위기 단계 설정 근거, 운영 방식 등에 대해 검토하고, 우리나라의 시스템 구축에 시사하는 바를 도출하였다.

Purpose of Research ○Amid increasingly frequent extreme weather events and geopolitical conflicts, countries around the world are reinforcing their food security policies, while food protectionism—particularly in the form of export restrictions—is spreading. As Korea remains highly dependent on imported food, it is necessary to develop a food security crisis response system grounded in comprehensive domestic and external risk scenarios and to prepare for potential crisis situations. Furthermore, if an actual food crisis occurs, establishing an operational manual for timely and effective response is essential.

○This study aims to propose a food security crisis response system and operational framework by examining advanced cases from countries that have already established or are establishing crisis response strategies and systems.
