2040 한국 농업 미래 시나리오 연구

Abstract

농정계획과 중장기 농정전략 연구는 미래모습 또는 지향점을 제시하고 대내외 농정 여건에 대응하여 농정전략을 제시하고 있다. 그러나 미래의 바람직한 농업의 모습과 농정 어젠다를 논의하고 제시할 때 원하는 가치와 농업의 모습이 다양하다는 기본적인 사실을 명시적으로 고려한 경우는 많지 않다. 정부가 중시하는 가치에 따라 농정 비전, 전략, 과제를 제시하고 추진하기 때문에, 이러한 다양성은 때때로 간과되기도 한다. 또한 추구하는 가치의 차이로 인해 발생하는 쟁점은 협의를 통해 생각의 차이를 좁혀나가는 데 많은 시간과 노력이 필요하므로 논의의 장으로 올려지지 못하는 경우도 간혹 있다.이와 같은 문제의식 속에서 본 연구는 “국민이 원하는 우리나라 농업의 미래모습이 얼마나 다양하며, 얼마만큼 다를까?”라는 질문에 대한 구체적 답을 제시하고자 한다. 이를 알아야만 어디서 어느 정도의 대립과 갈등이 발생하는지 알 수 있으며, 이를 해소하기 위한 협의·이해·조정의 과정을 거침으로써 공감대를 이룬 농업의 미래모습 달성을 위한 농정을 펴나갈 수 있을 것이다.본 연구는 농업을 둘러싼 대내외 여건과 농정이 추구해야 할 목적이 다변화·복잡화되고 미래의 불확실성이 커지고 있는 상황 속에서 전문가, 농업인, 일반국민 등 전체 국민이 선호하는 가치와 농업의 미래모습이 다양함을 정량적이고 구체적으로 분석하여 향후 농정을 수립하고 추진하기 위한 자료로써 활용되는 것을 목적으로 하였다.선행연구 검토를 통해서 비교적 최근에 이루어진 비농업 분야의 ‘선호가치 기반 미래시나리오 연구’와 농업 부문의 기존 미래 전망 연구 등을 소개하였다. 이후 연구진 협의를 통해 본 연구에서 수행하는 ‘선호가치 기반 농업 미래시나리오 분석’이 기존 비농업 분야의 ‘선호가치 기반 미래시나리오 분석’을 어떠한 측면에서 참고하고 발전시켰는지를 설명하였다.

Purpose of Research○Each individual has different preferences about conflicting values, and it is expected that the future of agriculture that they prefer will also vary. This study started to find a specific answer to a question, “How diverse and different is the future of Korean agriculture that the people want?” The answer to this question can provide us with details of conflicts among people about the future of agriculture. Through the process of consultation, understanding, and adjustment for the resolution of the collisions, it is possible to promote agricultural policies for the future on which consensus is formed.○In addition, the purpose of agricultural policies is becoming more diversified and complicated, and uncertainty about the future is increasing. In this situation, in order to implement agricultural policies more effectively, it is necessary to present the future of agriculture based on various values. And it is required to examine the influence of internal and external conditions in a more diversified and in-depth way.○This study was conducted for the following purposes. ① Various future scenarios of agriculture in 2040 are presented based on diverse values preferred by the people (experts, farmers, and the general public). ② Examine the impacts of internal and external conditions on future agriculture. ③ Propose the mid- to long-term agricultural policy agenda for each scenario to achieve the future. ④ In addition, the study quantitatively analyzes how diverse the people's opinions are about their preferred values and the present state of agriculture and its possible and preferred futures.
